Does it fail safe or fail secure?

If it runs out of battery the lock will stay locked until it is charged again. Once charged set it to 1 minute and it will unlock again. If it gets soaked in water while it is locked you will have to break it in order to remove the lock.

When it unlocks, does the lock just fall off? I.e. if you locked a cabinet high up, would the lock fall down and hit a counter?

No, you have to pull lock open.

Can this be programmable to silent mode, to no sound when time is up?

Yes, you hold down the center button until it beeps. It is in the instructions. You can still hear the locking mechanism move but it's not a beep.

Dear customer Thank you for your question. Press and hold the middle button to turn the sound off and on.
